As members will be aware from Institute publications, Revenue are proposing to make a number of assurance check visits, to randomly chosen employers, to check on the operation of the USC for 2011. This podcast by Thalia O’ Toole of KPMG provides some helpful tips on conducting a “health check” of the payroll application of the USC from 1 January 2011. This podcast is essential for payroll operators and their advisors. The areas creating difficulties that are covered in this Podcast include:
· Employers’ responsibilities in connection with the USC
· Application of USC where employee holds a full medical card
· USC for departing employees
· Treatment of back pay
Note: Revenue note that they are conscious of the burden that may be imposed on taxpayers’ time and accordingly it is anticipated that any assurance check will be conducted in a short time frame of about 2-3 hours. The proposed assurance visit, is not an audit in accordance with the Code of Practice for Revenue Audits.
